retrievind data from SQl through PHP

Dear, I have a database (SQL) containing data in arabic, and they are readable..but when trying to retrieve this data from tables to be posted on our website which is done in php I receive questions Mark (???????????) instead of Arabic Data. but the english appears correct.

this happens after doing restore to  my PC, before the restore everything was working well
